You will imagine yourself an expert consulted by the governor of Jakarta who is overwhelmed by the rapid change of his city and trying to respond to the urban challenges that have come about. But first he needs to ask how the changes have come about? This is an important question for without a sense of the processes, forces and channels of influence surrounding the change, any proposed solution to immediate problems would be inadequate as they would often only represent particular institution and serve the interest of certain social group. Your task therefore is to assist the governor to tease out power relations and the role of beneficiaries or group interests that have come to play in urban change and the definition of problems that comes with it.
With an understanding of how changes come about, a process which involved actors, we can offer a sense of what are the real underlying problems? Perhaps the governors plans are wrong? For instance, the governor is proposing a way to deal with the problems of flooding in the city by not only dredging canals but also relocating thousands of poor families who are living in their irregular self-help informal housing.
