PAPER REQUIREMENTS:
The long essay would be a traditional essay that is typically five paragraphs long.

The second, third, and fourth paragraphs are the body paragraphs. Each body paragraph should contain between three-five (3-5) sentences, including the topic sentence (first sentence of the body paragraph, states a main point that supports the thesis) and at least two-three (2-3) specific examples per main point.

The fifth and final paragraph should begin with a restatement of the thesis. It should be three-five (3-5) complete sentences, and include a brief summary/conclusion of the student’s answer to the essay question.

It is essential to provide cites and footnotes from scholarly sources/journals for this work. Citations must adhere to the Chicago Style format but perfection is not expected.

Part A

Basil arrived in Australia on 28 August 2011 from his usual domicile in England. He obtained a working visa that permits him to work in Australia for three years. He is a specialist in information technology and is employed by Systems Ltd, a resident UK company that has secured a contract in Australia. His wife Sybil and two school aged children accompany him. For the present he proposes to rent accommodation in Adelaide but he may buy a property if he likes the country and spots a real estate bargain.

Basil is paid a base salary of $12,000per month plus a rent subsidy of $600 per month. Half of the net (after tax) salary is credited to an Adelaide bank account, the balance to an account at the Bank of England. He is also provided with a fully maintained motor vehicle for his private use. His employer pays half his phone account. The amounts are $A125, $A460, $A440 and $A475 in September, December, March and June, respectively.

His England home, owned jointly with his wife Sybil, is rented out for $A800/month, in advance on the 1st of every month, and paid into the England bank account.

In December 2011 Basil received a performance award from his employer consisting of a fully paid trip for the family to Hong Kong. The trip is valued at $A10,000, is non-transferable and must be taken before August 2012. It has not been taken by June 30, 2012.

In October 1990 Basil acquired a parcel of speculative shares in an English company for $A14,000. The price had been not changed for some time and then in March 2012 suddenly jumped to $A23,000 and Basil sold the shares immediately. In November 2011 he purchased Australian shares for $8,250 and sold them in April 2012 for $6,400.

At an auction in Adelaide in December 2011 he purchased four dining chairs that Sybil liked. The total price was $550. Later, a friend visiting their house saw the chairs and was sure they were Queen Anne antiques. He contacted a collector who inspected the chairs and offered Basil $14,000.

The written assignment concerns the two efforts by our Founding Fathers to establish a government. The U.S. Constitution was not the first attempt to establish a government. The first effort was the Articles of Confederation and Perpetual Union which served as the constitution from 1781 to 1789. The purpose of the Articles was to provide a general government for the 13 colonies that had won freedom from Britain. At the time, most Americans feared a strong central government. Consequently, the Articles were purposely designed to make a strong government impossible. Each state was guaranteed "its sovereignty, freedom, and independence." The central government was given certain responsibilities but no power to enforce its actions. The Confederation Congress was empowered to declare war and make treaties, but it had no army and could not levy taxes. It had no authority to establish courts. Although Congress could coin money, each state also had this right. Regulation of commerce and revenues was left to the states. There were many other constraints preventing a strong central government as well. Because the Confederation government was weak, the states tended to ignore the Articles and paid little attention to acts passed by Congress. The result was disunity and confusion.
A Constitutional Convention convened in Philadelphia is response to the dissatisfaction with the Articles of Confederation, a dissatisfaction made especially clear by Shay’s Rebellion. After four months of secret debate and many compromises, the proposed Constitution was submitted to the states for approval. It was ratified in 1789 and the new federal government was based on many compromises including a bicameral legislature with proportional representation based on population in the lower house and equal representation in the upper house. The powers of the federal legislature, executive, and judiciary were outlined. The matter of counting slaves in the population was settled by a compromise agreement in which three-fifths of all male slaves over age 21 were counted as population in determining representation in the lower house and as property in assessing taxes. The controversy over the abolition of the importation of slaves ended with an agreement that the slave trade would not end before 1808. This is only a few of the many compromises made.
