The Anti-Drug Abuse Act of 1988 established the creation of a drug-free America as a policy goal. Specifically, drug abuse is to be curbed by preventing young people from using illegal drugs, reducing the number of users, and decreasing drug availability. Another major national survey tracking illicit drug abuse trends is the Monitoring the Future Study.Of the drugs abused within the past 30 days, marijuana had the highest percentage of use at 1.4%. Since October 1, 1992, emergency room data is collected and sponsored the Drug Abuse Warning Network (NIJ, 2001).
