“Road Congestion is self regulating: – those who place a high value on making their journey at peak times will be prepared to pay the waiting costs and will travel at those times. Others, will value peak-time travel less; will only drive at off-peak times when the waiting costs are less. Drivers will however value peak travel times more highly, meaning that many drivers that would originally have waited for off peak times to travel, will now take to the roads during peak hours. The use of toll charges will even out the traffic flows during the day as drivers will value off peak time.
